JLOS Holds M&E Exercise at Nakawa Chief Magistrates Court

The Justice, Law and Order Sector (JLOS) on Tuesday 27th March, 2018 held a joint Monitoring and Evaluation exercise at Nakawa Chief Magistrates Court.
Development partners also took part in the exercise whose main agenda was case backlog management.
Nakawa Chief Magistrate, HW Jameson Karemani in his presentation said the inadequate personnel at the court as well as lack of equipment have facilitated case backlog at the court. He said if technology was aptly used, the court experience would be different. He urged judicial officers to conduct court business in an organized and orderly manner.
The chairperson JLOS Development Partners Group Mr. Theo Olthen advised that members first identify the extent of the case backlog and document the causes of the backlog. He also encouraged the review of current efforts to reduce the case backlog and make recommendations to address the existing backlog in order to stop the growth of a new backlog.
The exercise was to enable actors share on the subject of case backlog but also enable the Development Partners to get first hand information on the magnitude of case backlog, to share insights on challenges and discuss opportunities for intervention.
The climax of the M&E exercise was a Focused Group Discussion with all key stakeholders in the chain of criminal justice.
Here,core JLOS institutions made brief presentations capturing statistics of cases disposed, current trends, challenges and opportunities for better management of case backlog.
The exercise was attended by Judicial Officers, the Uganda Police Force, the Office of the Director of Public Prosecutions, Uganda Prisons Service and representatives from Legal Aid Service Providers.
